Guwahati, January 1: The Congress has drawn up a plan to build Bor Axom with renewed resolve from 2026 onwards. Assam Pradesh Congress Committee (APCC) President Gaurav Gogoi today announced five major resolutions to realise this vision at a press conference held in New Delhi.
As part of these resolutions, Gogoi emphasised giving priority to Assam’s economic development with a strong focus on balanced growth and rural development. He stated that the Congress has resolved to make all-out efforts to bring Assam’s health and education sectors—where Chief Minister Himanta Biswa Sarma has failed—into the top five in the country. Gogoi also highlighted the need to remove political interference from the functioning of the Assam Police and other administrative institutions.
He further announced that in the New Year, initiatives would be taken to mentally strengthen the youth and to begin focused efforts for the upliftment of Assam’s sportspersons. Stating that the dream of building Bor Axom would be shaped through public consultation, Gogoi said the Congress would begin its work from the very start of the New Year and invited citizens to send their suggestions via email at natunaxom@natunaxom.com
Expressing concern over Assam’s poor national ranking in education and healthcare, the APCC President said the Congress would take concrete steps to place Assam among the top five states in these sectors. He pointed out that despite Himanta Biswa Sarma having served for a long period as Health and Education Minister, the condition of these departments remains dismal. Gogoi alleged that the present government focuses mainly on construction activities in the health sector while neglecting core issues. He also accused the government of adopting a hostile attitude towards doctors, nurses and other healthcare workers instead of maintaining a cordial and cooperative relationship. A Congress government, he said, would ensure a friendly and respectful work environment for health department employees.
Gogoi asserted that what Chief Minister Himanta Biswa Sarma failed to accomplish, the Congress would achieve collectively and successfully.
Announcing the second resolution, Gogoi said economic development would be fully decentralised. Instead of favouring big contractors, development works would be broken into smaller packages and distributed among smaller contractors. Development would be village-centric rather than city-centric. There would be no government policy favouring large tea companies; instead, policies would prioritise the growth of small tea growers. A new industrial policy would be introduced to promote indigenous industries, under which land would be provided to local entrepreneurs to set up enterprises.
Referring to the third resolution, Gogoi declared that mafia rule would be eliminated in Assam and the syndicate system dismantled. Citing the destruction of environmentalist Jadav Payeng’s self-created forest in Majuli, he alleged that criminal syndicates are operating with the patronage of the state government.
As the fourth resolution, Gogoi said action would be taken against the politicisation of the Assam Police by the Himanta Biswa Sarma government. He alleged that individuals linked to the BJP, including those involved in rice theft, cattle theft, land grabbing, syndicates and drugs, are being compelled to receive clean chits. Stressing the need to free the police from political pressure, Gogoi said the police must function independently to maintain law and order and to build a peaceful Bor Axom, and assured that the Congress would demonstrate this in practice.
Raising the issue of rising crimes against women in Assam, Gogoi said that in many cases, lack of professionalism within the police prevents them from freely registering and effectively resolving cases.
Speaking on the fifth resolution, Gogoi said the youth of Assam are the state’s real human resources, but many young people today are trapped in frustration. Measures would be taken to remove this despair and to develop the youth into vibrant human capital for building Bor Axom. He said, “We will break the conspiracy of the BJP government to keep the youth addicted. Our youth must be mentally strong enough to counter divisive forces.”
Highlighting the achievements of Assam’s sportspersons, Gogoi said that despite immense hardship, they have brought pride to the state at national and international levels. The Congress would ensure professional and modern management systems to help athletes achieve greater success.
Meanwhile, Gogoi informed that an important online meeting of the Congress Party’s Political Affairs Committee was held on the last day of the year, during which several key decisions were taken. He stated that aspirants wishing to contest as Congress candidates in the upcoming Assembly elections can download application forms from the APCC website www.apcc.assam.org between January 1 and January 5. Applications can be submitted at Rajiv Bhawan, Guwahati, from January 5 to January 20, along with a fee of ₹50,000. Applicants must collect an acknowledgement receipt from Rajiv Bhawan and submit it at their respective district offices.
Gogoi said that although the Congress is considering contesting around 100 constituencies in the forthcoming elections, applications are open for all seats. In the 26 constituencies to be allotted to alliance partners, application fees submitted by Congress aspirants will be refunded. He added that discussions on alliances have begun and the final seat-sharing arrangement will be announced after consultations with all concerned parties.
He further stated that cordial discussions and joint programmes have been initiated with opposition parties including Raijor Dal, Assam Jatiya Parishad, CPM and CPI. He mentioned that recently, under the leadership of Leader of Opposition Debabrata Saikia, opposition leaders including Akhil Gogoi, Manoranjan Talukdar and representatives of other parties jointly visited the violence-affected Kheroni area of West Karbi Anglong district to assess the situation. Gogoi expressed confidence that opposition unity would play a decisive role in the Assembly elections.
Responding to questions from journalists, Gogoi said Chief Minister Himanta Biswa Sarma frequently makes irresponsible remarks, which has reduced his credibility. He challenged the Chief Minister to make public the alleged Pakistan links he often refers to. Gogoi also challenged the government to fulfil, before the elections, its announced promises, including granting Scheduled Tribe status to six communities.
