Guwahati, January 4:

Senior Congress leader and Leader of the Opposition, Debabrata Saikia, has alleged that instead of completing the updating of the National Register of Citizens (NRC) based on the Assam Accord to safeguard the existence of Assam’s indigenous people, the BJP government is engaged in a dangerous conspiracy through the “SR” or Special Revision process. He claimed that this process is, in reality, a strategy to alter Assam’s demography.

Addressing a press conference today after explosive evidence surfaced regarding the inclusion of people from other states in the voter list, Saikia alleged that secret instructions had been issued by the ruling party. He said directions were given at the last moment to include 5,000 to 10,000 unfamiliar names in each Assembly constituency so that, through hired or non-Assamese voters, the Assam Accord could be undermined and the BJP’s imperialistic and fascist government could be brought back to power for another five years.

Saikia stated that clear evidence of an attack on the Assam Accord has emerged from the heart of Guwahati itself. He pointed out that people from Bihar and Uttar Pradesh have been enrolled as voters at houses on Tayebulla Road near the Gauhati High Court. He cited House No. 44 and House No. 2 as examples. At House No. 44, in addition to four legitimate residents, the names of four additional Bihari and Hindi-speaking individuals have been included. At House No. 2, where only Kazi Nekib and two family members reside, the names of three extra persons have been added.

He said that questions had earlier been raised in the Assembly about what would happen if people from Bihar and Uttar Pradesh were enrolled as voters in Assam, how the Assam Accord would be protected, how Assam’s politics and economy would remain free, and how Clause 6 of the Assam Accord would survive. However, the concerned minister failed to respond. Saikia asserted that it is now clear the BJP is trying to influence Assam’s politics by bringing in unknown voters and is making a dangerous attempt to change the state’s demographic structure to establish dominance of the Hindi belt.

He said people across the country, including in Assam, Nagaland and Arunachal Pradesh, understand that Hindi is not a national language and that every region has its own identity and self-respect. He accused the BJP of pushing an agenda of Hindutva, Hindi, and “one nation, one religion,” and said this must be strongly opposed and protested against.
Referring to states such as Karnataka, Haryana, Maharashtra and Bihar, Saikia said that while there was much noise in Assam about cattle theft, Congress leader Rahul Gandhi had exposed how, in states like Karnataka, Haryana, Maharashtra and Bihar, up to 80 people were shown as residing in a single small room for inclusion in voter lists—rooms that could not even accommodate four people. He said the BJP facilitated voting by enrolling unknown individuals using unnamed or vacant house numbers. He further alleged that even a “Brazilian model” name had appeared in Haryana’s voter list, which Rahul Gandhi had exposed with evidence.

Saikia said the Congress has consistently maintained that Assam does not need SR or SIR, but requires the NRC to be finalised. Many names have appeared in the NRC, while many have been excluded for various reasons. He said those excluded should be given an opportunity to submit documents, as the Assam Accord clearly states that Assam must be made free of foreigners. A completed NRC would reveal whether foreigners are present or not.

He added that Chief Minister Himanta Biswa Sarma and former Chief Minister Sarbananda Sonowal earned acclaim as national heroes after the IMDT Act was scrapped, but today they lack the courage to complete the NRC. He said the Congress is the only party that has consistently demanded completion of the NRC, preparation of a foreigner-free voter list, and deportation of foreigners, and that the party remains firm on this stand.

Saikia criticised the Chief Minister for making contradictory statements at different times—sometimes invoking the Battle of Saraighat, sometimes talking about Mughal invasions, foreign attacks, and more recently, “unknown people.” He noted that the draft voter list was published on December 27, and prior to its publication, Booth Level Officers (BLOs) were under intense pressure to include names at every booth. He alleged that the pressure was so severe that 30 BLOs lost their lives. They were issued show-cause notices, threatened against negligence, and pressured in the name of preparing an accurate voter list. However, in reality, the BJP had secretly instructed the inclusion of 5,000 to 10,000 additional voters.
